This study aims to analyze the term "fuqarāʾ" in Surah an-Nur, verse 32, which relates to the encouragement of marriage even under conditions of poverty. The research background focuses on how poverty is often cited as a reason to delay marriage, despite Islam encouraging believers to marry, accompanied by the promise that Allah will provide for them. The study employs Stephen Ullmann’s historical-semantic approach to examine how the meaning of "fuqarāʾ" has evolved within social, cultural, and religious contexts, supported by interpretations from classical and contemporary exegesis. A descriptive-analytical qualitative method is applied to explore shifts in the term’s meaning. The research addresses a gap in linguistic studies, as limited attention has been given to the semantic aspects of the word "fuqarāʾ" in this context. Findings reveal that the term has undergone semantic narrowing, primarily referring to financial incapacity in marriage, but also shows semantic broadening to include mental and spiritual incapacity. The study reinforces that poverty is not a valid reason to delay marriage in Islam, as Allah promises sustenance to those who marry with sincere intentions.
